She wanted to try a grown up chic look and acheived it while still looking like a young lady. Arms are covered, dress is not too short, heels arent too high, make-up fairly subtle. Being 16 doesnt mean you have to wear polka dots, cupcake prints and neon colors. This year has been about very glam looks, so i think she did a pretty decent job of keeping this look appropiate. Actually i think it has more to do with that "back shot" pic that you've got posted at the top. Pictures can be very misleading and i imagine she probably didnt intend it to appear that way.
